Jack - thanks, my root.xml has the same entries, my permissions to IDManager are wide open, I will try deleting the RTC file next.

Well I tried all the suggestions and no luck. I can work with manual (FTP) installs but I really do hate it when something does not work.

I am just curious you are using ID Manager V20 and not v19??

Yes, same version as you (20.8984)--compare the screen shots in your first post and my first reply.

What is your environment? I've got IDManager Version 20 Installed on IIS Windows 2008 servers and Linux Centos 6.7 Tomcat servers.

I am trying to get it installed locally, a Windows 10 box, then I manually move it to my web hosting server. Its a shared hosting server so I have to run the .exe locally, I cannot run it on the shared server. Maybe I should move it see if it works there. I believe they run Windows Server 2012

Probably a permission issue then. I just installed IDManager V20 using the installer exe on a Windows 2012 server. It came up in Italian initially with this error message:

I then gave the IIS_IUSERS group full access to that folder. Then the error went away.

And I confirmed that the LANGUAGE=ENG or LANGUAGE=ITA in the DBXML\root.xml file is what determines the language setting for IDManager. So it isn't being read properly by IIS.

I did have that error as well and I gave my users including IIS_IUSERS full control or all the folders in IDManger. That resolved lock issue but did nothing for the English vs Italian problems.

I must be the only one with the issue. Thanks for all the suggestions though, I have tried them all.

I am trying to upload v20 to my hosting server and see if its a WIn10 issue

With Jack's help we have been able to narrow the problem down to my dev pc. We have confirmed v20 runs on Server 2012 and Windows 10 without issue. I was able to manually move v20 to my web host and it runs in English. Jack was able to confirm it runs in English on Windows 10. Now I am off to look through my machine. It has to be something simple, though finding it may prove hard.

After a lot of experimentation, I was able to resolve the issue. My computer did not like the IIS application the ID Manager .exe created. I deleted the application and then created it again. For whatever reason, that resolved the language problem. My IDManager now runs in English. This clearly was a problem for my pc. I am only posting my solution in case someone else has a similar experiences

Again, thanks to Jack and Gaby who helped me troubleshoot the issue!!! Just knowing it was a problem with my machine was huge.
